Pledge Summary

Located at the heart of Cape Cod, the Town of Barnstable is home to nearly 50,000 year-round residents with a significant increase in population during the peak summer season. With coastline on both the northern and southern boundaries, the Town boasts expanse beaches with numerous freshwater lakes and ponds and a strong history of protecting open space which is esteemed for water supply, habitat protection as well as preserving the Town’s character and natural landscape. Through the Mayor’s Monarch Pledge, Town Manager, Mark S. Ells, has committed to collaborate with Town staff to educate and engage our community including but not limited to residents, developers, planners, landscape architects, and garden groups to plant native milkweed and nectar-producing plants in order to establish and expand habitat for the monarch butterfly and other pollinators here in Barnstable.

Action Items Committed for 2026

Communications and Convening

  • Engage with city parks and recreation, public works, sustainability, and other relevant staff to identify opportunities to revise and maintain mowing programs and milkweed / native nectar plant planting programs.

Program and Demonstration Gardens

  • Add or maintain native milkweed and nectar-producing plants in gardens in the community.

Systems Change

  • Increase the percentage of native plants, shrubs and trees that must be used in city landscaping ordinances and encourage use of milkweed, where appropriate.
